What is a realistic race goal?

Say your Projected Time is 1:52:00 for a half marathon. Your Supported Range might run from 1:49:00 to 1:55:00. Every time in that band is within reach on a normal race day. A time at the fast end needs things to go well. A time at the slow end means a harder day. Both are inside the range your training built. Your goal should live in there.
A goal outside the range is a wish. It might happen on a perfect day with a strong tail wind and your best-ever sleep. But your training has not built it yet. How do the 5 drivers tell you what you can run?
